Why does the United States discriminate against Rastafarians?

During alcohol prohibition Christians were still allowed to have their sacramental wine at church as a religious exception. Now that we have Ganja prohibition, why cant Rastafarians smoke their religious sacramental ganja since its a big part of their religion and culture? Why is America still racist and still have these racist laws?
