Is this outfit OK for a mid-October NYC mid-town Manhattan black tie wedding?

Proposed outfit: black stretch velvet, 3/4 sleeve, low cut top with ostrich feather trim atop a red & black plaid, floor-length taffeta skirt. Accessorized with great Judith Jack marcasite jewelry. Fabulous outfit, but I usually wear it in Winter. All the gowns I see for Fall are strapless or close. I am a very young 65, but don't want to buy a skimpy gown when I have this and it looks so good on me. Trouble is, I would generally wear it in Winter and wonder if mid-Oct is too early or if my black and red plaid taffeta skirt is too late-season for this event.
