Strange mom wipes dirty hands in kids hair, makes them clean spills with their socks...?

this strange lady i saw was wiping her dirty cheeto fingers in her child's (a 1 year old) hair...then when the kid spilled milk on the floor she told her to "mop it up" with her foot..then when it happened again, the baby was sitting on the floor she just "scooted" the child over the spilll....i was appauled. is this a form of abuse??? or what
