Why are certain states predominantly conservative or liberal?

Well they aren't. Most states are pretty evenly split. They don't vote the same way from one election to the next. Many don't even vote the same way within a single election. West Virginia has gone republican in the last 3 presidential elections yet return the two most liberal senators in the senate to office every term.
