Car Accident with Skate Board?

Hi I was driving to school parking lot and I was going south. I made sure no cars or pedestrian was coming out from the east side of me so I went suddenly BOOM a skate boarder ran into my rear right quarter panel and damage my car. He gave me fake info and once when i ask for an id he took off. BUT I found his correct info. Can i go to court for this to make him pay for the damages? I saw him the other day but he is denying it. Do Skate boarder have the right of way when they have stop signs and i dont crossing a Big T intersection. Is this consider a Hit and Run and a Crime for giving me fake info.
