Can't get life insurance for my daughter?

My daughter is 11 months old with a few birth defects that will be corrected with 3 more surgeries. Me and my husband have tried to get life insurance in case something goes wrong. But we haven't found anywhere that will let us have insurance on her because of her upcoming surgeries. They all say that we can get it after her surgeries are over, which kinda defeats the purpose. We've tried everywhere in town and applied for the Gerber insurance but with no luck. Is there something we can do? Is there some place that will let us get insurance on her? Is it even legal for these companies to turn down someone when they need life insurance the most?
